That some attempt was made to clear the City of undesirables is shown in a report of 1822: 'Police made a raid at an early hour and visited certain obscure lodging houses in the City, and apprehended all who could not give satisfactory accounts of themselves. 51 were arrested and lodged in the Town Hall, 18 were adjudged rogues and vagabonds, and committed to the City Bridewell to undergo a month's hard labour. The rest were admonished, and being set free, made a speedy exit from the City'.
